`agent.elevated` controls elevated (host) bash access:
- `enabled`: allow elevated mode (default true)
- `allowFrom`: per-surface allowlists (required to enable; empty = disabled)

- `telegram`: chat ids or usernames
- `discord`: user ids or usernames
- `signal`: E.164 numbers
- `imessage`: handles/chat ids
- `webchat`: session ids or usernames

`agent.maxConcurrent` sets the maximum number of embedded agent runs that can
execute in parallel across sessions. Each session is still serialized (one run
per session key at a time). Default: 1.
